1.0 PREAMBLE:Formal media international is an E-information center made up of elites, scholars and interested correspondents with an aim of identifying, selecting, collecting, repackaging and disseminating relevant information encompassing all major fields of knowledge either on past or current issues.Formal media international was a brainchild idea of Manyuira Wanja Wilson. It was founded in early September 2010 and become operational in 2010 the same month.

BACKGROUND INFORMATIONNAMEThe name Formal Media International shall remain the same until such a time the management shall deem necessary to change the aforementioned name. Administrator must give assent to any alteration.

NB: any phrase or word that shall result from registration of formal media international to a company shall be immediately adopted

MISSION

The mission statement of formal media international(FMI) shall read as follows

To identify, select, collect, repackage and disseminate past and current information with an aim of stimulating growth in the information sector and enhancing information use via creative and innovative means.

VISION

Bringing together interested information scholars and users, ensuring availability of current, accurate, timely and up-to-date information via available channels and emulating successful information providers.

FUNCTIONS

The functions and statement of responsibilities of formal media international (FMI) shall be in accord to the vision and mission statements stated above and hereinafter remain the major functions of the same entity. Any amendment of the stated functions shall be a duty of appointed committee, management and subscribers of formal media international.

NB: however the administrator MUST give assent to the said amendments.

To identify, select and acquire relevant beneficial to all interested parties.

To stimulate growth in the information sector through creative and innovative means.

To utilize already available information channels to the maximum and find new ways of creating improved communication channels.

To minimize dependence on paper as a medium of communication thorough adoption of the fast growing modern technology. This is in line with our aim of overcoming geographical limits

To ensure information provision is independent and observing all legal provisions within our territory and abroad.

To promote fundamental human rights as advocated by the constitutions of varied nations through freedom of expression by users and provision of the required information in adequacy.

To promote independency and freedom of expression of our journalists and correspondents, ensuring their security and confidentiality of any reserved information or information resource whether foreign or our assets

Shall uphold and protect the copyright law/act(s) as presumed by International Federation of Library Associations (IFLA) and member states.

Until amendment on services offered by FMI are done, it shall offer the following services:-

Ø  Hosting poetry nights and prose reading sessions in various identified venues.

Ø  Fictional writing

Ø  Desktop publishing.

VALUESThe values of FMI are informational oriented for the purposes of enhancing information provision and based on emerging current trends in the information sector. For the purposes of clarification this can/shall substitute our information ethics.Integrity and Transparency

Authors, journalists correspondents, informationists and librarians of Formal media international(FMI)  must be persons of high integrity and should observe transparency in all their work both at personal and interpersonal level.

Accuracy and Relevance

Information collected and disseminated must always be accurate and relevant to said subject field, context/environment and/or the targeted audience. All articles shall be peer-reviewed by available and qualified FMI editors. Word press machine editor shall also review.

Law Abiding

All journalists, informationists and librarians shall seek to uphold the constitutions legal provisions  on information  matters and other related issues,

Formal Media International (FMI) shall publish currently available law chapters on information matters, national and international. It shall also seek to update itself on legal provisions frequently and from the relevant sources. Law breaking by journalists, librarians, authors or any other staff member shall be punishable. Any comment by users that is contrary to the already published legal provisions and ethics shall be spammed, trashed or deleted with immediate effect.

NB: FMI shall publish a separate penal code document that shall only be relevant to matters of this entity.

Bold and Aggressive

FMI shall not succumb to any intimidation whatsoever provided all legal provision are observed. It shall seek to promote freedom of expression of all stakeholders. Our journalists, librarians, authors and any other staff member shall use all in their capacity to ensure the processed information is received by the targeted audience.

Comprehensiveness and Timeliness

“……………………………………………Once a user drops at Formal media international, information available will be overwhelmingly enough to satisfy the interested party(ies) in all dimensions of understanding of a normal scholar with average intellectual capacity”. Administrator, Formal Media International(FMI).

Members will receive updates occasionally concerning all activities on formal media international.

FMI shall recruit interested, ambitious and qualified personnel to hold various information professions.

Any current or past information that is either covered by copyright law or not, national or international and is registered by FMI as foreign provided by an alien of FMI staff. SUPPORT/INFORMATION PROVIDERS

FMI Management has established a mechanism hoping to secure informal e-collaboration with leading information providers with an aim of supplementing information collected by its staff and correspondents.

Formal media international also hopes to secure informal e-collaboration with institutions of higher learning that offers information sciences, journalism, mass communication and librarianship.

The management has identified potential schools both within our territory and abroad that shall act as support members of FMI they include.

ü  MOI UNIVERSITY. School of information sciences.

ü  Three Indian universities offering BLIS

ü  MAKERERE UNIVERSITY. School of librarianship.

NB: 1. Users will be notified of any changes or development on support members.

2. FMI shall maintain a database of all its support members and their contributions.

COPYRIGHT HOLDERS.

The management shall seek permission – where necessary – from designated copyright owners before putting into use any information resource/material under copyright protection. To achieve this, FMI shall seek to establish contact with identified copyright holders.

Copyright owners willing to supplement formal media international database of information are invited to register by sending an email with their details to wilsonmanyuira@yahoo.com or call +254715041670(only if email fails).

The management and staff shall update themselves with copyright matters.

FMI shall publish relevant copyright laws both local and international.

The management shall acknowledge each information material/article to its copyright owner before posting it to our site.

FMI shall maintain a database of copyright holding members and their work/contributions.

GOVERNMENT(S) AND INFORMATION ASSOCIATIONS.

Formal Media International hopes to establish a cordial relationships with government(s) and information associations. The Public Relations office of FMI will negotiate for information that is of public interest from the government(s) and information associations.

FMI shall offer any required  information support to government(s) and information associations provided no contradiction arises to its values values and ethics.

FMI shall not maintain a database of its government(s) and information associations members.

↑NATIONAL FUNDS TRUST(FMIFT)In the near future forma media international management shall identify viable means of  paying back to the community through extra mural activities e.g. visiting orphans and widows/widowers e.t.c.However the management appreciates the fact that formal media international is a  non-profit making organization necessiting  the need for a finds trust/drive that will cater for extramural activities. Qualified personnel shall be appointed to run the trust.

Formal media international funds trust(FMIFT) shall be divided into three categories:-

1. FMI Support fund. For FMI in-house activities.

2. FMI Charity fund. For orphans, widows/widowers, aging population and all other community services.

3. FMI Trainees fund. For sponsorships and scholarships to scholars and professions of information sciences, mass communication, journalism and librarianship.

Activities will include.

Sponsorship to IFLA/SCESCAL and journalist conferences.

Sponsorship, either partial or full to scholars of information sciences, journalism and mass communication.

Subsidiaries and incentives to information providing companies.

Help and support to the disadvantaged members of our societies.

Provision of information that is public interest at no or subsidized cost.

9.0 OPINION POLLFMI shall launch a weekly opinion poll based on current issues with bias on information matters.A user interface on formalmedia.wordpress.com shall support the poll

Results shall also be published.

Subscribers/users shall be expected to voice the wishes/opinions through this polls.

10.0 INVISIBLE COLLEGESFormal media international (FMI) will establish invisible colleges that are based on information and issues on FMI. The management invites all members and non members to participate through comments, emails or postings on discussion boards and in their field of interest.Links to invisible colleges at any given time shall be provided.

OTHER PROVISIONSOBLIGATIONS.The management request/demands that any interested parties associated with FMI to honour obligations and responsibilities trusted unto their capacities.

AFFILIATIONS.

FMI shall enjoy affiliations with its correspondents, information providers, contributors and any other viable affiliate.

Any affiliation must be in respect to the mission, vision and values of formal media international.

ASSETS.

FMI assets shall be managed by its management board(max and min number of board members will be established).

Administrator of FMI must give assent to purchase or sale of any given asset.

Any borrowed property shall be handled with care.

AMMENDMENTS.

Only members of formal media international are eligible to propose alterations, modifications or any other amendments to FMI service charter.

The management board of this entity shall be in charge of any amendments after a meeting chaired by the senior administrator either virtual (online) or sitting is held. 2/3 of the members and more than half members of the management board must be present. 2/3 of present members must pass any amendment.

Amendments done in the presiding six months shall be updated to this charter after the end of the said period.

12.0 CONCLUSIONThis charter is only a document and not meant to bind anyone but to enhance the effectiveness of FMI. It’s also meant to harmonize all interested parties/stakeholders on FMI of past, present and future times and to promote information provision for the benefit of the society.
